I am very relieved that the final order contains a requirement to conduct ambient air quality testing in Adamstown.

5/25: A May 10th article in the Frederick News Post reports that citing the economic climate Sempra has decided not to pursue the power plant on the Eastalco property - for now.

5/3/08: Power Plant - The day before the deadline to start construction Sempra/Catoctin Power filed a motion asking for another extension - 14 months this time.  They have been given until June 11th to either start construction or meet 3 specific conditions (enter into an agreement with PMJ to sell power, work with the state to see if there are any changes required by new regulations and have a signed agreement with the BOCC resolving water and tax issues).  If the 3 conditions are met, the company will be granted a 6 month extension.  Here is a copy of the order.


Oct 2006 Motion to Amend Certain Conditions: On October 12th Sempra/Catoctin Power filed papers to amend certain conditions of the approved CPCN.  On January 22nd 2007 Sempra was granted this extension to their approved CPCN.


4/25/05 - The CPCN has been granted. The Order Page includes the final order document and the final State conditions as agreed to by Catoctin.  Basically it is approved with the stipulated conditions, the addition of one air monitoring station for 2 years and a couple of other minor conditions.

1/12 Hearing Notes and Comments Page Edited testimony to match the changes made during the hearing, added missing supplemental and surrebuttal testimony.  Also added the Agreement between the State Agencies and Catoctin on the wording and content of 110 of the proposed conditions.

12/9/2004 Hearing Notes and Comments. Added a page with notes, comments and issues from the 12/9 PSC hearings held at Winchester Hall.

Water: The primary water plan is to use treated waste water from the county , yet this source is not yet available.  Secondary source plans now exist.

Physical Safety:  Incidents (explosions) can occur at any industrial site.  To generate 600MW you need a lot of natural gas.  What kind of explosive power are we talking about - what is the potential blast radius?  Carroll Manor Elementary School is 1 mile from the site.  What about operational security in the post 9/11 era?  Click Physical Safety for more

Noise / Quality of Life: While we have been living here for years with Eastalco lighting up the night sky, yet they never produced noise like we believe we are about to be subjected to.  Media reports from other power plant neighbors describe noise like a neighbor running his lawnmower 24 hours a day.  Much worse if the wind is blowing in your direction.  No longer the nice quiet countryside we bought into.  What 'Benefits' does Adamstown see from this plant?  Nothing as far as we can tell...

Environmental: They acknowledge that there will be pollutants coming out the stacks and in the water discharge from the plant, yet there has been no air quality testing in the area. The CPCN application includes the detailed estimates of pollutants.

Economic Impact: Bye, Bye house values.  An economic impact assessment has been completed and posted on this page.

How did we end up in this situation?  This is a good question and my feeling - since this is starting out as my site - is that a number of people and organizations share in the responsibility.  Click on the link for more..
