Note: While I am still opposed to the plant being located here, I believe that we need to try to make sure that if it does get approved, that it has the least impact to the area as possible, Many of the comments I make relate directly to that position.
These are the 4 issues I have:
1. The BOCC has not taken a position. I believe they should.
2. The County has not completed the study on the use of effluent water as the source for Catoctin's cooling water. There are significant potential benefits to this for the County, yet they have not completed the study that was supposed to already be done.
3. The County has specified 3 options for the donation of land, 2 of which require Eastalco's participation. Some people do not share my views, but I believe that it is wrong to require anyone that is not a party to the proceeding to do anything.
4. The State took the position that since the application stated that the designated truck route from the plant would not pass any schools, that they did not need to assess the impact of a spill near a school. I believe that since trucks do routinely use Ballenger Creek Pike - right past Tuscarora High School, Ballenger Creek Middle School and Tuscarora High School that they should have modeled the impact of a tanker truck accident with a spill of aqueous ammonia. If for no other reason than to allay our concerns, or to let the BoE know that additional plans may need to be generated for these schools.
