Construction and Traffic Discussion
This discussion was led by Rickard Zwolak of Golder Associates. Other Sempra folks and the audience participated as well. Notable items I picked out of this discussion included:
Peak construction would be ~ 450 workers and this would only occur for a couple of months [average number of workers wouild be ~ 175 - from Mr.Zwolak's testimony]
They modeled the impact during this peak time and found minimal adverse impacts on any of the roads or intersections studied - with one exception. In that location they felt there would be a large enough impact that they would recommend monitoring by the police.
Large equipment and much of the construction material is going to come in via rail. [This leads me to the unasked questions - How much construction material will be purchased locally? Will we be seeing significant local purchases and the corresponding local revenues? How much? etc]
Questions and Answers [These are not anywhere near verbatim, they are what I remember as being the essence of the questions..]
Question: What
intersection might require police involvement during the peak construction
months?
Answer: New Design and English Muffin, but the study was done before the
stop signs were put in.
[This of course leads to the question that was not asked - that is: Will you re-model the traffic at this intersection to see what impact the new configuration has?]
Question: Did you take
into account the impact that train activity has on the traffic in your modeling?
Answer: That was not included as a factor in the modeling.
Question: Have you
worked with CSX for the rail use - as the tracks are already full - or will you
be piggy-backing on Eastalco's deliveries?
Answer: They will make use of the Eastalco delivery trains.
