I leave this page here for completeness.  None of the experts on any side of the issue believes that any explosive event can occur at the plant that could cause direct harm to anyone in the area.

Physical Safety Issue

  • Proximity to the Carroll Manor Elementary School.  Hundreds of our children are 1 and 1/4 mile from the proposed location of this facility.  This potentially puts them ALL at grave risk in the event of an incident at the plant.
  • Proximity (right beside) the Alco plant.  What impact would a blast have on the people working at the plant, and what about any chemicals stored there?  How would a secondary blast at the Alco plant impact our children?

Physical Safety Questions, Answers and Comments

Q. Has any Blast Analysis been completed?
    -
for normal operational conditions?
    - for impact to existing Eastalco facilities?
    - for secondary blasts from Eastalco facilities?
A. No analysis has been done.  Sempra looked at the industry as a whole, and decided that incidents rarely occur and when they do, that they do not have any impact past the facility property lines.  They have discussed this with their underwriters and due to the safety record in the industry and the planned mitigation systems, no further analysis is anticipated.

Q. What are Catoctin's plant for mitigating risks due to any type of explosion?
A. The have incorporated a fire suppression system and gas detection system that provides for initial automated responses, along with no on-site storage of Natural Gas.  See the Notes from 6/24 (Click on the Safety link)

My Ideas on Physical Safety:

  • Do not build the plant here.
  • Sempra should commit to building a 100 foot high earthen berm around the entire area where any active facilities exist on the entire property.  This berm should then be covered in grasses and both evergreen and deciduous trees.  This would serve multiple purposes including blast abatement, and visual impact abatement.  It would then look more like rolling hills than an industrial complex. 
  • Sempra should have a state of the art security system installed complete with automated cameras, and the latest senor technology available.
