Major Water Issues

  • Water should be required to be supplied by Frederick County using treated waste water (effluent). 

  • A separate intake and outflow into the river would require unnecessary digging all the way to the river, disturbing the environment and area residents.

  • Frederick County has not stepped up to the plate and agreed to make the water available, even though there are significant benefits to selling the effluent to Catoctin.

  • Frederick County has not completed their engineering study that was supposed to be completed by about September.  Sempra even paid the county $10,000 to assist with the completion of this study using additional resources.

Water Questions, Answers and Comments

  • Opinion - Negative:  Additional withdrawals from the Potomac River should not be allowed, especially with the discharge pipeline potentially being just upstream of the main Frederick County intake.

  • Opinion - Negative:  Frederick County should stop dragging their feet and agree to allow Catoctin to purchase the effluent, come up with a standard rate structure and determine the increased costs associated with accelerating any projects to make this happen.  These costs can and would be paid by Catoctin. - Hey - there's another benefit to the County!

My Ideas on Water Problem Mitigation: To help mitigate potential issues I recommend the following:

  • Do not build the plant here

  • If approved, Sempra should delay operation of the plant until such time as the effluent (treated wastewater) from Frederick County is available as their sole source of water.  Maybe they could propose funding any infrastructure accelerations required to make this happen rather than paying for their own pipeline and all of the red tape associated with the Potomac River.
